child dependant visa or dependant relative?

Hi Everybody,
I have a step brother who is 13 years old and living in africa. he does not have any parents as our mother passed away 2 years ago and his father is unknown. I have been granted legal Guardianship over him which allows me to make decision on his behalf. I currently have an indefinite leave to remain in the uk and am married to a british person with 2 children. can some one advice on what to for the following:
1. which form do i need to fill in
2. should apply for his visa as a dependant child which cost £836 or as a dependant relative which cost £ 1836?
3. what kind of documents do i require to send to the home office?
4. how much do i need to earn to show that i can maintain him?
any advice will be appreciated. thanks

I have checked the qualifying criteria and it only states that sons, daughters, brothers, and sisters over the age of 18 living under exceptional circumstances are the ones who qualifies. my step brother is under the age of 18. should i just assume that he qualifies or what should i do?

Ignore above response as I believe he may qualify as a child, under immigration rule 297(i)(f).

Hi guys,
I am applying for a settlement visa for a younger brother who is 14 years of age and living in Africa. my parents are all passed away and I was wondering how much savings or salary do I need to earn to satisfy the rule for maintenance. I currently hold a british citizenship and i am married to a british citizen. we both have two kids who are under the age of 10. my wife is not working and I am on a salary of £17000. How much do i need to have in the bank a/c as savings or how much do a third part needs to have if my savings is £2000. please help?
