hi i am asking this on behalf of my friend.
he had his PEO appo today (first thing this morning) for his and his wife's ILR. case worker checked all the application forms and supporting evidences and told him she was happy with it. However, she refused to process further saying that "someone somewhere opened the file and did not close it, so she could not access the file hence advised him to apply through post". he only have 4 weeks left before his visa expiry and after further questing the case worker she revealed that the file was open since november last year...

may i know anyone else had this situation before? if so can they please shed some light.....apparently he is very disappointed and on his way back home....just wondering if anyone can advise anything.

he also spoke to the Manager and they reiterate the same.
dont know if relevant but, he is on his HSMP visa and falls under JR and been a law abiding resident.

Very strange situation. Appears to be some technical fault in their system.
Send a letter to:

"Case Resolution Directorate CSU,ST ANNE House,20-26 Wellesley Road,Croydon,CR0 9XB"

narating the situation. A week after that book new appointment at any PEO and try your luck

but as i said unfortunately his visa runs out in 4 weeks. Glad that it was with Solihull who charge the fee after interview. He was not prepared for the postal app (covering letter etc). Had it been with Croydon or elsewhere i am pretty sure they first charge the fee and then decide to send it away for postal.
of course, same day appo is never guaranteed but when you know the case is straight forward it would be just matter of going there......looks like the incompetency of UKBA is proved again and again.
