I would now go for the Indian Driving Licence, still need an advice from you. Once I give I.D.L. as age proof, I would not claim the exceptional consideration, but to be sure of the points, should I attach the notarised copy of the passport?
I will not send the 10th Pass certificate, as it is no where mentioned in the guidance notes, even in the Exceptional consideration too.
Pls. advice.

You can say you have submitted Driving license (should be full, not learning ... and having correct DOB and correct name) as the primary evidence and highlight that just to make sure you have added an additonal evidence (since new rules have just been implemented and you just wanted to make sure) . I think ( its my opinion though) that you should not claim exceptional circumstance and just mentioned you added the notarised passport copy as a supplementary supporting evidence.
Remember EXCEPTIONAL MEANS HIGHLY EXCEPTIONAL. (as i see it)
