Good news for nationals of Ukraine, who are applying under HSMP : no more Home Office fees ! HSMP appplications are considered for free, and actually since December 2006, although the update has just only been published on the Work Permits UK (official web site) just now :

that's nice. but seems it's only for FLR application, not for the initial HSMP application. am i right?

I called and confirmed. Its for all. Its just that HSMP have not updated their froms yet. Anyway I have just sent out my application form with payment exempt so will keep you posted...

re payment, it looks strange to me, they have two different lists of countries in different parts of the web siet. looks like a mistake.

i am going to submit my application in March, tax return issue.
please, update on your case anyway!

do you think you are exempt only from HSMP application fee?

b`coz you will still have to pay Entry Clearence fee? am I right?

Yes you probably have to pay for EC. But you need to confirm that with the British High Comission. I'm actully an in-Uk applicant so will not be requiring entry clearance. Either way its still money saving and a blessing..
