FPN, C-Tax Summons and ILR

I once traveled on underground and fall asleep and open my eye in zone 5 instead of zone 4(i had ticket for 3-4) the ticket officer gave me penalty on thespot which i paid by credit card. does it come under convictions or only fines that proceed to court comes under the question which UKBA asks on the form

also i was once late in paying council tax and received a summons but paid straight away and set up a direct debit. does the summons from council come under convictions?

i might have quesiton twice but just worried

No a fine on the spot would not be a conviction that would be more a FPN and thus I would say no need to declare.

and what about the summons for council tax?
shall i scan and send you the letter? i set up direct debit
but the leter say the following

you are hereby summoned to appear before ** magistrates court at ** to answer the complaint by a duly authorised officer of the council of the *** that sums hown below have not been paid as properly due from you being a person liable to pay council tax for the above named property.

if you do not appear you will be prosecuted against as if you had been appeared and dealt with accordin to the law

time and date of hearing 10 am on monday 10 sep 2012
if the total now including the costs is paid in full before the time of hearing all further proceedings will be stopped..


I DIDNT PAY IN FULL, I AGREED TO PAY MONTHLY INSTALMENTS AS NORMAL WITH THE COUNCIL BY DD and received a letter on 19th sept 2012 confirming the new arrangement


however, i just see that before the hearing letter stated 95 pounds as court costs.. but the letter i recd says 105 court costs added to the council bill. 10 pound being charges for the hearing date?

DOES THIS COME UNDER THE OFFENCE? :(

A summons is not a CCJ nor a conviction, so far as it is paid or a payment plan has been set up, this again, I believe, does not need to be declared.

are the same rules applicable for naturalisation too?
if i have set up a direct debit plan and cleared all the dues?(talking about council tax) no effect on naturalization application??
