My Visa details and validity:
1. Visa Work Permit F 397424 - Aug 2007 to Aug 2009 (Applied in India) - Entry in 02 Dec 2007
2. Residence Permit (T2SW int com tran) migrant - Sep 2009 to Sep 2011 (extended in UK) - Entry out 30 Nov 2009
3. VISA TIER 2 (INT COM TRAN) migrant - Feb 2010 to Mar 2012 (Applied in India) - Entry in 02 May 2010 & entyy out 11th July 2011
4. VISA TIER 2 ICT LONG TERM STAFF MIGRANT - June 2012 to June 2013 (Applied in India) - Entry in 22 Sep 2012
5. RESIDENCE PERMIT T2 ICT LONG TERM (LEAVE TO REMAIN) - May 2013 to July 2015 (extended in UK)
all the above from same sponsor (currently working with same).
My Entry Clearance UK in and UK out are below
1. 02 Dec 2007 to 30 Nov 2009
2. 02 May 2010 to 11 Jul 2011
3. 22 Sep 2012 to Till date
My current package is 58k per annum
Please could you answers my below queries?
1. Can I switch to TIER 2 general with in UK with another sponsor? any restrictions or cooling off period?
2. What will be my maximum extension years with my current TIER 2 LONG TERM visa with current sponsor? Is there any chance/possible options i can apply ILR? (I wish to provide continous education here in uk for my daughther)

Unfortunately, you can't switch into T2G in-country, as your recent entry clearance with T2 ICT-LT was in 2012 (i.e., rules after 6 April 2011). You will be subjected to 12 months cooling off period, before you start to apply for T2G from your home country.
2. What will be my maximum extension years with my current TIER 2 LONG TERM visa with current sponsor? Is there any chance/possible options i can apply ILR? (I wish to provide continous education here in uk for my daughther)
You will have a max. of 5 years ext. with T2ICT-LT. Not possible to ILR with the existing UKBA rules.

Following is the case of a migrant that we are trying to recruit
First time:
Valid from: 15-09-2010
Valid until: 10-02-2011
Second time (Extension):
Issued date: 28-01-2011
Valid until: 14-10-2011
Third time(Extension):
Issued date: 06-10-2011
Valid until: 14-07-2012
Final one(Extension):
Issued date: 24-08-2012 (applied before expiry 14/7, but granted on this date)
Valid until: 14-09-2013
Now, does the resource need to undergo a cooling period, or can he apply Tier 2 (we are processing the CoS) right now?

Cooling period will be applicable when i complete 5 years in current TIER2 ICT LT in UK and when going back to home country. am i correct?
If i go before 5 years completion, can I apply TIER 2 general visa from home country without cooling off period?

Yes, Cooling-off period applies when changing from T2ICT-LT (after or before 5 yrs) to T2G.
If i go before 5 years completion, can I apply TIER 2 general visa from home country without cooling off period?
Not possible with the existing UKBA rules. Cooling-off period still applicable.

The migrant went back to India in 08-2013 as the work was over. He is still in india. And now We are trying to apply for a Tier 2 general for him. He was previously here through a different company altogether.

Yes, it's possible for the migrant to change into T2G, provided the migrant should not have any other entry clearances into the UK after 06 April 2011.

Just to confirm, he has had extensions to his tier 2 ict after 06 April 2011. But those dont count as entry clearances, correct?

Yes, in-country T2ICT extensions don't count as entry clearances, as they're termed as FLR (i.e., Further Leave to Remain).
