UK Visitor visa processing times from Dubai VFS

Hi,

My brother(Indian citizen/passport holder) working in Dubai on Work visa is planning to visit me in UK.
He will be sponsored on Tier 1 UK visa.
Can anyone let me know please the visa processing times when one applies from Dubai for UK visitor visa?
Also the working days mean Dubai working days or UK working days?
