fresh application

Hi forum

Does anyone know if its possible to submit a fresh application (based on Article 8 - medical condition) by hand in Liverpool by booking an appointment to go there or whether it has to be submitted on a particular application form and paid fee and sent by post?

Such an application can only be made by post. However any application based on health ground is bound to fail, the threshold is extremely high:
