Hi, i have a similar situation, where my employer did not ask for WRS. Please note that according to recent decision in TG v Secretary of State for Work and Pensions (PC) [2015] UKUT 0050 (AAC) (30 January 2015) where the Administrative Appeals Chamber of the Upper Tribunal has ruled that the government acted unlawfully when it extended the controversial Workers Registration Scheme [‘WRS’] for its final two years of operation. (from 2009- 2011)
In light of the above decision, the Workers Registration Scheme should be treated as having no legal effect in respect of its final two years’ of operation.
I am going to apply for PR in few weeks and will rely on this precedent. I hope it will help you.

It unfortunately does not help the OP. His continuous five years will likely have been broken because of his lack of CSI when he was self-sufficient.

It may be worth checking if you were still covered by your country's national health service even without an EHIC card. I believe that a German citizen on these forums got a letter stating that they had cover across all of the EU and used that to apply for PR.
