EEA family permit - application centre fee

What is the fee for using the UK Visa Application Centre in Madrid to apply for an EEA family permit? I cannot get the information from the UK government or the centre.

EEA family permit are issued free of charge.

There is a notice on the Visa Application Centre's website saying:
'From 01 September 2015, customers wishing to use this Visa Application Centre must pay a service fee in addition to the visa application fee. The fee will be payable at the same time as applying for a visa online.'

The notice provides a link the the UK Visas and Immigration website which does not mention anything about the service fee.

So is the notice incorrect/misleading? Also the online application process keeps mentioning about having to pay a fee.

Seems like very messy information...
