Good Morning I'm filling my wife online Set(m) application form I'm stuck on of the question " its says were you married or in a civil partnership when you were last granted leave in this category?"
I'm confused did I tick yes or No

If you are doing SET M means the previous was flr m, if so then your answer should be Yes ..

While I'm filling my wife application form I notice that they didn't ask us about our children name and birth certificate or passport details etc,? In the from they just asked us have you got children together that's all. Shall we submit our children documents as well or not. And my one child born in mid November I already requested for his registration but due to covid 19 they are very slow and they said it will take upto 6 months for registration appointment come.

You can submit their documents and or tell them of the children's status in UK.

Thanks for the reply could you please tell me when she can apply for ILR her first visa she was granted on spouse 5 year route in 18.12.2015 and then second extension she got in 9.08.218 valid till 23.02.2021.

What date did she enter the UK in a spouse visa?? This is the date that starts her qualifying period for ilr, it is not the visa issue date, unless she applied for FLR M within the UK.

She is qualified to apply already so you can apply right away.
