Bringing Mother Permanently to UK

Hi all,
My friend got a Problem...He came to UK on WP and converted to HSMP. Recently he got his PR. He lost his father long back. Mother is living in India. He is looking after her by sending money and making all arrangements. Now she is 65.

As he got PR can he bring his mother permanently to UK? What kind of Visa she need? Will she get NHS facility?

Earlier she came to UK on visiting visa and gone bank with in the period...

your suggestions are very precious to him to bring his old age mother....
