Tier 1 G refusal - Advice needed

Hi all,

I applied for Tier1 G from Chennai on 22nd Dec.
The refusal was made on 6th Jan 2011 and they have sent the passport back today- 8th Feb 2011.

I have maintained my funds in Vellore District Cooperative bank.

The reason for refusal is "Vellore District Cooperative bank is not regulated by the Reserve Bank of India "

So, I called up the bank manager (of Vellore District Cooperative bank) and he says that they are run by Reserve Bank of India-RBI and they have RBI-License also.

Iam not sure what can i show them as proof and whom had they referred to conclude the way they did.

Iam eligible for AR but clueless on what to do.

Please advice me.
