Sheffield PEO

I applied T1 extension in Sheffield in person last week and didn't get the results same day. The acknowledge letter said my case is valid but need further investigation and now has been transfered to Sheffield PEO.

My question is why my case been transfered to Shefield PEO when my case is already there. Or all cases need further investigation are send to Shefield PEO?
