Incomplete or incorrect applications will be rejected very early on. As most time is spent for the application waiting to be assigned to a caseworker any "optimisation" by the applicant will only marginally effect individual processing times. Well organised application though would help the EEA team to streamline the process to some degree. This would also include to send off only relevant documents. Unfortunately, some appear to go by the rule the-more-the-better, either because of not understanding the process or simply of fear of being rejected.
