About Professional Standing Referee

Dear respect Friend.
I am about to apply for naturalization, but I am stuck on one issue, therefore I need your professional advice.
There is known a list of recognized professional standing of which one of my two referees should be part of. In that list there is a "Director, Manager or personnel of a VAT registered company". My referee is agree to provide me reference but I found on some sites that he should employ in his company (not self-employed or...). As I know my referee is Director in VAT company but is not employed in it. The question is do referee need to be employed in his company or it is enough just to be Director of VAT company?
