if any one can help please??

Hi,
actually its a long and so far unending story of mine...as u can see from my previous posts i applied for an extention (IGS-PSW) along with my wife and two daughters as dependants we all had valid leave at tht time except my little daughter who ws just born and we were applying for her for the first time,...after a few weeks i got refusal due to maintenance and got right of appeal again except my little one the reason they told ws tht she did nt hv the valid leave at the time of application.I won the appeal and afterwards sent Passports to HO for stamping visas through my solicitor...now they hv send sent back the passports with visa stamped on them for three of us and they never sent the little one's passport and birth certificate along but they only sent a letter tht we cant give her visa as she did nt hv leave to remain........................and if u want to apply u cn make a fresh application...now i m ready to make an application but the thing is how can i make an application without passport is it their mistake not sending her pp...or they hv intentionally kept tht
if anyone hv knowledge abt this pls share here...as i quite confused
thanks alot

If your daughter was born in the UK, then see also need for a dependent visa?
