Application date is same as visa fees payment date?

Hi,

Just a quick confirmation about application date(from perspective of maintenance fund of 90 days requirement ).

Is the application date is same as the date when we pay the visa fees online (or the date of biometric appointment)?

Date of online submission is the application date.
