BC Application Date When applying through NCS

Hi Guru,

I have been searching for BC application date when applying with NCS but could not find any clear answer, Therefore,
Appreciate if you could please clarify my following question regarding naturalization/citizenship application receipt date by home office.

1) Will the date of application for naturalization will be considered the same date when Nationality checking services accept the application for naturalization?

For example if the application for naturalization is accepted by NCS on 05-Mar-2014 then the date of application received by home office will be considered as 05-Mar-2014 and therefore, the requirement for physically present in UK will be required for 06-Mar-2009. Can you please confirm?
Is it just next day or next working day 5 years back ?

2) I was going through MN1 guide and found following statement.

"The date of application will be the date your form is received by the Home Office or the local British government representative"

Therefore, Can you please confirm if the Nationality Checking Services of local council are considered to be "local British government representative for UKBA"?
