Applying for UK Tier 2 from current resident country

Hi

I'm an Indian citizen (holding Indian passport), working and living in Romania from 2018 to present. I hold residence permit (not citizenship) with full working rights, have a residence address here and pay taxes here. My residence status in Romania is renewed on an yearly basis with an unlimited employment contract.

I'm planning to apply for Tier 2 General VISA (or Skilled Worker Route) and Tier 2 Dependent visa for my wife by March 2021.

As per the information given in gov.uk website (https://www.gov.uk/government/publicati ... pply-ecb05), Tier 2 general visa application should be made "in the country in which you are living"

Am I allowed to submit online VISA application and documents (biometric information) for Tier 2 General category (Tier 2 General & Tier 2 Dependant) in Romania (my country of residence from 2018) ?

OR Am I allowed to submit the above application only from India (my country of citizenship) ?

You can apply from any country you have legal residence, ie not in a country as a visitor or tourist.

I'm not tourist/visitor here. Living and working in romania, salary paid in local account here, holding a resident address, paying taxes. Just not a citizen, as permanent residence / citizenship in Romania needs 5-7 years time. For first 5 years, it is resident card, renewed on yearly basis.

Confused because of the vague response from UK Immigration -- "With regards to your enquiry, Tier 2 Visa should be made from your country of permanent residency."

You can apply in Romania as you have legal residence!
