No, your son can only apply for ILR when your spouse does. The Skilled Worker dependent visa rules are clear, that children qualify for ILR when both parents do (same time) OR when the parent who qualifies last applies. This is regardless of how long the child has lived in the UK, there is no minimum 5 year for children anyway. They simply qualify for ILR when the second parent does.I have one child who was born outside the UK, he has not lived in the UK for 5 years yet. But next year he will have lived in the UK for 5 years. So he can apply for ILR.
My wife might not be able to apply for ILR (English language issue). In this case, can my son apply for ILR? only one parent (me) will be having ILR? So can he get ILR in this case.
No he cannot. There is no 7 year route for children on skilled worker dependent visas.

But this is for very few cases, neither applied for skilled workers nor their dependants unless they are eligible under certain circumstances:
