A question to EU applicants - I've been trying to obtain a form E104/ S041 from my home country Bulgaria to prove I was insured there while I was a student in the UK from 2011 to 2016. I have a few friends who have done this and their citizenship applications have been successful.
However, I have been advised by the Bulgarian Health Service that they can no longer provide this form to me personally, and they need HMRC to contact them and request the form instead. According to the Bulgarian authorities, the process changed since 1 January 2021. When I spoke to the HMRC they seem confused and say they cannot help me - I've been going in circles for weeks.
Has anyone managed to obtain an E104/ S041 this year? If so do you have any advice? I used to have EHIC cards but I haven't saved them and I don't know what other proof of my insurance in Bulgaria I can provide. Would a cover letter stating that I have been insured be sufficient? Has anyone applied without any such proof (I see there are no reports of anyone being rejected solely because of CSI).

Realisticly you probably haven't got a choice - explain your arrangements in a covering letter including the change in system around the health insurance form. As you said there is no hard and fast evidence that applicants have been rejected due to CSI issues - but it's down to you whether to apply or not.
