Date of birth change refused on naturalisation certificate

Hello,

Recently my mother applied to have her date of birth amended on her certificate of naturalisation to reflect a new date and year. Currently it shows only the year of birth which is incorrect.

The reason for requesting this change is at the request of the Passport Office who wanted to see the naturalisation certificate before an amendment could be made to the passport.

So, we wrote to the Home Office and provided certified copies of her birth certificate and the £162 correction fee as per the guidance given on the website:

They wrote back after a few weeks to deny the change to the naturalisation certificate. The response just said they took everything into consideration and feel that the date we provided at the time of application (around 1991) was what they will go with. we even provided a copy of the letter from the Passport Office where they requested the amended naturalisation certificate but this didn't seem to matter as they put in the response that the naturalisation certificate is not a document to prove date of birth.

So to summarise, what we have here is a catch 22 situation between two government departments:

--The Passport Office insist on the Naturalisation certificate to be corrected before they will correct the passport.

--The Immigration office insist that they will not change the date of birth and that the naturalisation certificate is not proof of a persons date of birth.

In short both sides don't care that the other will not help.

Can someone offer any guidance on where to go next?

What does her birth certificate say?
Char (CR001 not Casa)
