This is interesting. I hear that many NCS offices are happy to help EEA nationals with checking their actual date of PR with the HO.

I did try to book my NCS appointment with my council and a rather rude lady told me she can't book me now as my DCPR issue date is less than a year ago. I tried very politely to explain what's the situation with the new rules (whereby the HO asks for a PR card but the actual date is not the date of issue) and she simply said they can't make such checks with the Home Office.

I had a similar experience when asking for confirmation that our nearest NCS can do this check, as I don't think HO will respond to my SAR in time.

Not that it matters since I have evidence of exercising treaty rights since late 2001 and have held my PR card for just over 2 years, but still, a bit of consistency would be nice!

Yes, it's completely dependent on people in councils, which is why I signed up for an appointment in the neighbouring council rather than my own because people there were much more helpful / knowledgeable! I'd suggest trying a few different offices for size - my first approach was to send a few query e-mails to see who was most helpful.

I suggest printing this off: https://dl.dropboxusercontent.com/u/128 ... Cards.docx

Then insisting NCS let you book your appointment, and show it to them when you get there. When they make the call, they will soon realise they are wrong.

Thank you for being so helpful on this forum, Ohara!

Yeah, that's what I tried to explain to her. I knew about this letter, had it printed actually and read her the name of the HO officer who had responded to the FOI but the NCS representative (who was an immigrant herself, judging by her strong foreign accent) said they don't do such checks, they're simply a 'checking' service and if I don't meet the eligibility criteria which in her view include the issue date of my DCPR, I'm basically wasting my time. I even tried to call again, hoping the call will be answered by another agent but they played me an automated message instead saying something in the lines of 'if you have an enquiry about your citizenship application, please call the Home Office helpline'. This message didn't play the first time around.

The idea given by the other member is very good. I'll try another council. Hopefully they'll be more friendly and helpful.

Hi everyone

Today I received my approval letter for BC ,so maybe it will be helpful for somebody who recently thinks to apply for citizenship, I like to write my history before applying for citizenship.
I am Polish I started work 01/07/2005-01/10/2005 register with WRS scheme after 2 months ,HO send me certificate, next job I started from 20/10/2005 - current, I reregistered with WRS after 5 months last certificate was issued 03/2006 so I was a little worried that it wasn't going to register after 30 days from starting the job.
I started thinking about applying for BC in 10/2015 ,so I passed the Life Uk Test meantime I find out that need DCPR for BC so I sent my application 14/12/2015 and after 7 weeks I received my DCPR 11/02/16 issued date 04/02/2016 ,later I passed the English language test Trinity College CEFR B1 08/03/2016 and sent my application by post 15/03/2016 before fee increase ,I sent all my P60 from 2006-2015 and last 10 payslip ,council tax from 2007-2016 ,Life UK test ,Trinity College Certificate, WRS certificate ,DCPR card,Marriage certificate and Polish ID nothing more.
I was a little bit confused when I read some posts which said that I needed to wait 12 months after I received DCPR but not necessary to worried .
I thought that Ohara received approval letter faster than me because he sent 1 week before my application and done biometrics 2 week earlier, because he had a similar situation

Locking topic as it has served its purpose.
And because it is not intended to be a general 'how do I apply for confirmation of PR/how do I apply to naturalise'-type thread.

Apparently, a mistake. Confirmation of PR is still required.

Theoretically you should be able to find out the date that the HO believe you acquired PR by doing a subject access request to UKVI. As soon as my PR doc arrives, I plan to do this, so I know whether it's safe to apply for naturalisation immediately. I did provide them with 6 years evidence of exercising treaty rights in the EEA(PR) application, but also mentioned that I had been here since 1991 and been through the education system etc, although I didn't provide proof of this other than a letter from my secondary school confirming that I was a student there until 2006,

I'm sure UKVI can do checks on this sort of thing; it must be in a database somewhere. The fact that my application is taking slightly longer than some others gives me hope that they are doing some digging to ensure they get the correct date. In reality I have no idea when I actually did gain PR; I have had multiple qualifying periods. One reliable source online states that being in compulsory full time education counts towards PR clock - my home country joined the EU in 1995 and I was in primary school until 2000, so at a guess I could have acquired PR 16 years ago. The whole situation is so frustrating
Yes, probably you're right, you can ask UKVI about the start date, but it's a bit funny for me... why the card doesn't show that date?! Why it contain a sort of irrelevant date (issue date)?! Why do we have to subject access request to find out the necessary date which is slowing down our process and generate additional work for HO?!

I did provide evidences for my last 7 (almost 8) years when I applied for PR, but -as it shows- doesn't really matter...
The card comes with a Home Office letter that states the date the holder is deemed to have acquired permanent residence. For example, my wife got her card with a date of 2/11/2016 but the letter states that her permanent residence began on the 1/1/ 2015 meaning she is entitled immediately to apply for nationality without waiting a further 12 months
