Unspent Fine

I didnt have enough money to pay for a train ticket so was prosecuted. Went to court six months later and paid a £50 fine.
I got this is 2006, so its not spent yet.

Is this a 'regulatory' offence?

Does this qualify as a criminal conviction or a civill judgement?
