This email confirms the amount paid and the application's reference number. We cannot provide an invoice, but this email provides confirmation that we have received your payment and the application has been submitted.
What you need to do next
If you have not already done so, you must return to your application to book and attend an appointment with our commercial partner to provide your documents and enrol your biometrics (fingerprints and facial photograph).
If you want to, you can also download a copy of your application form and document checklist.
Your application may not be successful if you do not complete the mandatory actions.
This email is telling her to return to application and book an appointment;
I thought she had to wait for an email telling her if she can use the IDV app or book an appointment with the UKVCAS, so I am a bit confused now.
Q: Can she book an appointment with UKVCAS straight away or we need to wait for a further email (instructing us what to do)?

No - parents' details are requested in case you are already British through them - applicants may not know that ...

No - if they don't need the consent they won't use it (it's data consent, not a requirement under the nationality act).
That is where explanation through cover note will assist. Such a change of government policy should not result in refusal. My wife is a dual Italian/Venezuelan citizen. She has applied 2 months ago for British Naturalisation with her valid Italian passport (we're waiting for the HO decision).
Yesterday she got her new Venezuelan passport (aleluja, after 12 months)!
As soon as we opened it, we've realized the "place of birth" is different from all her previous passports:
instead of having the city where she was born, she now has the state where it belongs.
All her previous passports:
Place of birth: Caracas VEN (VEN stands for Venezuela)
Her new passport:
Place of birth: Districto Capital VEN
If she will become British, next step will be applying for British passport (she will have to send her current and uncancelled passports).
Q: Can she have her British passport refused because of this discrepancy?
(It is not her fault if the Venezuelan authority has decided not to write the city anymore in the passports..).

The Venezuelan consulate doesn't release any document stating this change of policy, so the HMPO will see that just as a different Place of birth...
Should I send them a cover letter when I will apply for passport?
Or no need at all? Decision on that is yours to make if it makes you be at rest and mind settled.
