Can Non-EU Spouse of a British Citizen Travel to UK from Ireland visa free?

Hi Everyone,

This question is for my uncle and his wife.

My uncle is a British citizen working in Dublin for the last 5 Years. His wife has joined him and she got 5 years Stamp 4 visa. My Uncle wants to move back to UK.

1. Can his Non-EU partner travel with him back to UK without a visa?
2. Can they apply under Surinder singh route? if yes, the application needs to be made from outside UK or they can first come to UK and make an application in-country?
