It's the same as this:

europe-immigration-forum/brother-in-net ... 96515.html

If someone is naturalised in a country X, he cannot get that naturalisation to his brother, cousins, aunts and their respective children.

If he naturalised Canadian, he can help his own wife and his own children provided they meet other criteria. But he cannot transmit the naturalisation laterally to other family members.

Your uncle and his family cannot apply directly for Canadian citizenship, but if he is planning to emigrate to Canada and if he meets the other requirements of the relevant points based system (Express Entry, etc), he will get extra points (about 15 out of a possible 1200 points, so not that many) if he has a sibling living in Canada.
