Child registration (from ILR)

Dear Experts

Apologies if this query has been answered before, but I'm quite confused with the requirements (even after reading the FAQs).

My daughter was born outside UK, but she's been on ILR for more than 2 years. She's now 15 y.o and obtained ILR from 10 year route. On the BC FAQ of this board, I noticed that a child can apply for registration under Sect.3(1) but the condition for that is the parent applies for naturalisation.

If the parents do not apply naturalisation (choosing to stay permanently in UK through ILR), does this mean that the child can not apply for BC by registration and must wait until she's 18 y.o to apply BC by naturalisation?
