"You are not authorised to request a new password"

I forgot my password and tried to request a new one. Once I entered my email I got this message:

"You are not authorised to request a new password".

I was stuck. Couldn't log in, but also couldn't request a new password. And of course I couldn't post here or send a message to say I had a problem because for that you need to be logged in!

Luckily, after 2 weeks I remembered the password I'd used and got in, but others will be having this problem and will be locked out without any way of contacting you...
