Cooling-off period after expiry of Tier 2 visa

Is this true that If someone's Tier 2 visa ends (after 2 years) and couldn't extend it within 14 days, "cooling-off period" rule will be applied on him/her and it will be impossible to apply for a new job and needs to wait for 1 year?

If couldn’t extend within 14 days of expiry of leave, then s/he may not apply for leave to remain when 245HD(p) fails. But may apply for entry clearance, that currently may be subject to a cooling period.

Thanks, Just an other question. Before the expiry of my Tier 2 visa, am I allowed to extend my visa by a new job (new employer) through applying for a new Tier 2 visa? For example my visa ends mid Jan 2021 and I want to find a new job to apply for a second Tier 2 visa.
