Cooling off period and 5 year continuous residence

Hi all,
I worked in the UK from 03 Jan 2019 to 31 May 2022 (Tier 2 work visa) without any gap of a single day. I formally resigned and returned to my home country on 10 June 2022. Now I got an offer from a UK employer and need your guidance on the following two questions:
1) Does the cooling-off period of 1 year still apply? Can I apply for a skilled worker visa now?
2) I lived outside the UK for nearly 11 months, is my above continuous living period in the UK (3.4 years) counted in ILR application if I restart working in the UK from 1st June 2023?

2. No. You have been absent for more than 180 days which means your continuity of residence is broken. You start again from scratch with a new 5 year route to ILR.
