Decision made, documents dispatched, UPS lost them!

My wife is Israeli and living under a student visa in the USA. She applied for a settlement visa in the UK to live with me (I am a UK national). We received an email confirming that "a decision has been made" and that they were sending the documents with UPS to her place in California.

UPS have lost the package which contained her passport (including USA visa) and hopefully a UK visa. She needs to travel to the UK as soon as possible.

What is the procedure to travel without documents such as a passport or visa, or to replace the documents as quickly as possible?

Any help would be much appreciated as UK Visa Authority are not helpful in their responses. This is so maddening, we were moments away from this all being over.

there is no procedure to travel in her case.
obviously she can get a new israeli passport and go to the Uk as a tourist.
but this will not solve the overall situation.
what she has been presumably issued is an entry clearance, and it does not become any sort of resident status/leave that can be confirmed within the UK, until it is successfully used for entry to the UK at least for the first time.
the only thing she can do now, presumably after making absolute sure this is lost, is to apply to the same overseas post for a transfer of visa to the new passport, which -- if it has been issued, they will do for her.

Thank you sagareva for your reply. if she does get a new passport and travels to the UK as a tourist will she be able to change her status without leaving the UK?
She really needs to come to the UK as soon as possible - she needs to move out of her flat in California on 1st July. I imagine applying for these replacement documents (or a BRP) will take another few weeks. Do you know the quickest way of sorting this out?

No, visitors are not permitted to 'switch' to other visas while in the UK, she would have to leave and also, bear in mind that immigration in the UK will likely have a record of her spouse visa (if it has been issued/approved).
Do you know the quickest way of sorting this out?
As Casa has already advised, contact UPS.
