Defering my Course - Tier 4 applicant - Pls support

Dear Seniors / Experts,

Please help / guide for following case:

My Tier 4 visa refused in mid of Dec-2019 while Administrative Review is under process. However, UKVI has emailed & confirmed me two days before that they have withdrawn my refusal decision and a new decision shall be issued soon (I hope positively).

But, new decision, I am expecting, will be too late i.e. after my University last enrollment date. The University replied me that they will not accept me after last enrollment date and I cannot travel to UK. Further I am doing job and can travel within 15-20 days after Final Decision which will be again late for University.

In case of Defer to Sept 2020, I can get a new CAS letter from the University with new dates.

My request is that:

1) if my Visa approved by UKVI (but not stamped on passport) can I defer my course to Sept-2020?

2) If yes, do I need to submit my Tier 4 Visa application again from start for Sept-2020 or I can request UKVI for Post Dated Visa for already approved application?

3) Whats about my IHS-Immigration Health Surcharge already paid to UKVI? Will it be wasted or can be considered for Sep-2020?

Please advise and also provide best course of actions, I must take.

Whether you can defer your course is the university's decision. It is nothing to do with whether your pending visa is issued. Given that you could not use that visa to travel to the UK anyway, you might want to withdraw the application if that is still possible (see also question 3).

You need to apply again.

It will only be refunded if your application remains refused, or if you withdraw your current application, if that is still possible. If the visa is granted but you can''t use it, the IHS stands.
