Delay for mother EU settlement visa

Hi,

I applied for my mother EU settlement visa on October 10, 2019. She did not submit her passport because she had a visa appointment for USA visa. She had to pay some fee to hold her passport. now its been 4 months she never heard her decision back. She recently visited gerry and resubmitted her passport.

On other hand, I contacted home office several times. They always reply that they have sent my decision back and i should contact location visa office and gerry always says that they haven't received anything back.
