Delayed family visit visa

I have applied for my wife's 6 month family visit visa to allow her to travel to the UK to live with me when i relocate there from abroad, this was now more than 2 months ago.
I have lived abroad for several years now and have secured work in the UK, we both live in a 3rd country in the middle-east where we both worked.

For me moving back is not a problem, but my wife's visa in the middle-east is soon to expire where she will need to leave the country. We applied in good time so that she could travel with me, but as she has to receive the visa stamp on her passport from the 3rd country and her time is limited. She doesn't want to travel to the far east to wait for the visa to arrive to then travel back to the 3rd country to collect the visa and then travel to the UK.

There seems no way of being able to speak to anyone in the UK to ask about progress, seemingly useless online system only.

Can she travel to the UK with me on a tourist visa and live with me while her family visit visa is being processed, and can she receive the visa whilst in the UK instead of having to collect it from the country that she applied for it?

Lots of unnecessary frustration.

Unclear what you have applied for as you state "6 month family visit visa" and "tourist visa" which are bitbt he same thing, a visitor visa.

Also if her intenton is to live in the UK long term with you, she needs a spouse settlement visa not a visit visa and for a spouse visa she must apply abroad.
