EEA Family Permit - English / Financial Requirements

Hi guys, I have been recommended to have a look at this forum a few weeks ago and it has been very, very useful. But I just have a few questions please to get rid of a lot of confusion in my head.

I am an EEA national living and working in the UK. I am going to marry my non-EEA fiancee soon who lives outside of Europe and who will move to the UK to live with me. I am confused with the following issues:

1. Does my non-EEA spouse need to fulfil any language requirements?

2. Do I need to fulfil any financial requirements?

3. Is the application form for a family permit this one? https://assets.publishing.service.gov.u ... 0/vaf5.pdf

I am getting confused because I read somewhere that there are English exams and £18,600 / year income requirements - but is this only for British citizens or also EEA nationals?

Any help would be much appreciated, thanks guys!

English and £18,600 income is only for spouse of British citizens etc not EU citizens.
