EEA Family Permit Delay

My Parents applied for EEA Family Permit from Pakistan. My dad's application was processed in less than 2 weeks where as we are still waiting to receive my Mum's passport. We have contacted UKVI and have been told that decision has been made. Initially I was told she will be contacted by visa contact centre in 10 days. Once we passed 10 day period I contacted them again and I was told the matter has been escalated and we will be contacted within 5 working days. It has been another 10 days since but we still haven't heard anything. Why would it take so long for documents to be processed after a decision has been made?
