I was sent this email last week as well. I contested the home office personnel regarding the rules that are on the HO website and what they are saying in the email.
They had to accept that my old English language is valid even if it was out of date

It does not matter if the B1 level test you took is not on the current list of recognized tests. You do not need to take another test."
Your old English language test should suffice if it was accepted before.
