another long-shot, but has anyone heard of the "ZAV?" what, if any, kind of help might i obtain through this office?

i'd actually read on the German Consulate website that "ZAV" was the office responsible for placing placing applicants from abroad with German firms and for placing German applicants with firms abroad. i didn't know if perhaps anyone was aware as to whether or not this was an office that would be worth contacting...
