Home office approved my indefinite leave to remain application a few days ago and I received the permanent residence card. However, it expires in 2024 i.e. last for 5 years? I thought it is usually last for 10 years. Is this a new policy? Your comments will be greatly appreciated!

The status ILR is permanent. However, you will need to renew the card like you renew your driving license etc.

December 2024 is the date the EU set about 2 or 3 years ago for all biometric documents to be updated with enhanced security features.

Why are you worried? Dont you plan to apply for naturalisation in 12 months anyways? 2024 does not matter in that case.

I have no plan to become a citizen for now, so it kinda matters...
