General Visitor / Family Visitor?

Hi friends,

Please guide me which Visa I need to apply for my in-laws.

I want to sponsor visa for my in-laws and everyone is suggesting to apply Family Visitor visa. But I am on Tier1 visa and not a PR. Below immagration rules states sponsor must be UK Citizen or a PR.

Please advise.

What is says:
Additionally the family member you are visiting must :

be a British citizen;
be settled in the UK;
have been granted asylum in the UK; or
have Humanitarian Protection status.
