Getting married and sponsoring a child

Can someone provide some clarity on the 70 days when a marriage notice is referred to the Home Office for when your partner is from outside the EU, EEA or from Switzerland?

There is a lot of contradictory information on the internet. Do the Home Office investigate every such case or can they make their decision within 28 days, if everything is legit/their current visa is valid? - can someone please clarify in detail.

Also, if the non-EU, EEA partner has a child from a previous relationship, do they have to apply for a separate visa for that child to join them in the UK?
