Health Care for Elderly Dependent Parents

I managed to get full Settlement Visas for both of my Russian parents-in-law (80 and 72 years old) with full ILE. They arrived in Dec 2007.

Our local GP says that they have to pay for medical care for some "pre-exisiting" conditions (which being elderly, not surprisingly, is a few)

I looked up the DHS rules and I understand that health care is free if you are a "permanent resident" or after having lived here for 12 months.

I tried to find out if they qualified as permanent residents, but can't find that specific information.

See also difference between ILE and ILR?? They are considered as "permanent residents" or "settled".
