How, where and whom to complain about someone who used false documents /provided false documentary evidence for obtaining Tier 2 Visas.

There is this link available on Gov.UK to report immigration crime/illegal immigration directly to Home Office.

Go through "Start Now" button and continue. It does mention in one of the pages that you can report it annonymousely as well.

How and through who you report it is irrelevant.

Using a solicitor for anything to do with UKVI has no bearing or impact on UKVI processes and procedures.

Whether UKVI choose to do anything (and they often do not), depends on the facts, evidence and merits of what and who you report.
