ILR received but children's ILR pending.

Just need some advice regarding applying for wife & kids on tier 2 dependent ILR. I got my Ilr 6 months ago.
Wife timeline
1st tier 2 dependent visa issued (2 years). 25 april 2015
Came to uk . 16 june 2015 went back in 2 weeks
Came back on 9th September 2015 on new tier 2 dependent visa as I changed my job.
Then has been here on tier 2 dependent visa.

Children(under 18) came on 9th September 2015.

1.Can I apply for my wife 28 days before from 1st visa issue date or 28 days before arrival to uk to complete 5 years?

2. Can I apply for kids after both of us have ilr although they will be few months short of 5 years?

Ilr starts counting from initial visa issue date.

Children, if born abroad, can apply when your spouse does. Children do not have the 5 year residence requirement.

I applied for my wife and 3 kids ilr a month ago with the requirement they asked for.
I received ilr for my wife yesterday but haven't heard of children,s ILR.
Has anybody come across with same situation recently and what was the outcome?

Where were the children born (in the UK or abroad)?

What is the UK immigration status of the other parent?

Children born abroad have the same UK immigration status as that of the less-privileged parent. Does the other parent have ILR as well or do they have a limited Leave to Remain?
