I am living in the UK for the last 7 years as Dependent visa.
I am on Dependent visa (Tier 4 student Dependent) from 2016 and my wife is the lead applicant. My wife (lead applicant) changed from Student visa (TIER 4) TO skilled worker visa on March 2019 and she is eligible for ILR in March 2024 as she is due to complete 5 year TARGET SOON. I switched only on Oct 2019 from Dependent visa (Tier 4) to Dependent (Tier 2 dependent visa) . Am i eligible to apply for ILR Once she gets her ILR? or Do I have to wait until Oct 2024 to submit my ILR application. My visa is due to expire on May 2024, if I am not eligible for ILR then i have to apply for 3 year extension?

Your wife getting ILR does not mean you can apply immediately thereafter. You will need to complete your qualifying time.

I Have been dependent visa for 7 years
3 years on Dependent -Tier 4 visa. Another 4 years and 3 months in Dependent -TIER2 OR SKILLED WORKER VISA. So my 3 years on Dependent -TIER 4 WILL NOT BE COUNTED ? In other words, I have to be EXCLUSIVELY only as a dependent on Tier 2 or Skilled worker for 5 years to be eligible for ILR, so the timing in the TIER 4 Dependent will not be counted at all? When i looked in to the guidance it gives conflicting information.

Any time spent as a dependant in the past counts under the skilled worker rules. You can apply together for ILR

Can someone answer this query?
can I use my expired IELTS EXAM report for ILR application? I took the exam on 2016 and submitted for a PBS DEPENDENT VISA in 2016.I was dependent visa until now and I am in the process of applying the ILR APPLICATION . As the TEST report is used only for the Dependent visa, can I use the same report for the ILR APPLICATION or should I retake the test?

No you cannot use. You need a new B1 test.
There is no and hasnt ever been an english test required for pbs dependents. So even if you submitted one, it would have been ignored as not relevant.
