Marriage Visa Timing / Arrival Options

Hi all,
I have some logistical questions about applying for a marriage visa. We currently live in Canada, and I just received my dual citizenship. I will be moving to the UK in late April. My husband is hoping to move over in late May. From what I have read, the extended stay family member visa takes 8 weeks. Can he apply now, before I move over there or do I have to have a residence before he applies? Alternatively, can he come over on a different visa or as a tourist and apply for the visa on arrival?

I have read through these and from what I understand the primary issue is income. I have a job offer, which I am moving over there for, which will cover the minimum. Is the job offer enough to claim on? I am also currently making more than that as well.
