did you save it as .pdf format?
adjust your scanner settings to 150dpi, a 32 page passport should be under 3MB, limit is 6MB per file

So, you applied for ILR. And before that, what status did you hold? Did you make any applications to get that status from UKVI (previously UKBA)? Work permit? Student visa? Spouse visa?

I suggest you take the B1 English test, it's quick and easy (for you I think) and costs about the same as getting your degree certified

during online application you have to tick boxes for how HMPO should contact you, i.e. email and/or phone message

UKVI do not require proof of address. UKVCAS ask for proof of address (they asked me) but when I asked they could not explain why they want to see it when UKVI do not request it.
