MN1 Application outside country

Hi,

Can you apply for British registration (MN1) for a British born child outside country?

Child was born in UK and traveled back to home country on Tier 1 dependent visa. Now one of the parent has ILR. Can child apply on MN1. If yes, anybody has any idea about how long will it take?
